Steps For Proposing New Courses

New Course Proposal (For courses that are not currently being offered at any USF System Institution or courses that have been offered using selected topics only and are now ready for an established number).

1. Determine if the course is being offered by another institution in the USF System, go to the State Course Numbering System (SCNS). If the course is being offered by another institution within the USF System and it can be adopted/adapted to fit your needs without changing any of the substantive parts to the course, you may offer the course.

If the course is not being offered and needs a new number, proceed to the Online Submission System. You then can view your submitted course. It should appear in the recently submitted column on the left as a link.

2. Once the form has been completed in its entirety and submitted online, print a copy and complete and attach the Graduate Curriculum Approval Form with all appropriate approvals and a course syllabus following the guidelines available within the USF System Course Syllabus Policy section, below.

USF System Course Syllabus Policy

Must include the following:

*course title, course prefix, number and section

* instructor’s name, office hours and location, phone number (email & fax suggested)

*course objectives, dates of scheduled exams, course outline including assignments and dates due

*attendance policy, grading policy, a policy statement on the make up of missed work (suggested)

*notice of permission/non-permission to sell notes or tapes of class lectures

*titles of required textbooks and readings

*a reminder that students who anticipate being absent from class due to religious observance should inform the instructor by the second class meeting (suggested)

3. Submit the Curriculum Approval form (with all applicable signatures through the College level), the printed copy of the proposal that was submitted online, and the syllabus to the Office of Graduate Study (1 hard copy to FTF 100) and one electronic copy to Donna Knudsen. Graduate Studies will submit the new course packet to the USFSP Graduate Council to be added to their agenda, and will follow the proposal through to the Vice Chancellor for Academic Affairs, for concurrence through the USF System, and submission to SCNS.

Steps For Proposing A Change To An Existing Course

1. Attempt to determine if the course is being offered by another institution in the USF System. If yes, contact others who might have an interest in the proposed change to determine if the change may have an adverse effect on their curriculum.

2. Proceed to the online submission system.

Complete the electronic form and print a hard copy for your records.

3. Once the form has been completed in its entirety and submitted online, print a copy and complete and attach the Graduate Curriculum Approval Form with all appropriate approvals and a course syllabus

4. Submit the Curriculum Approval form (with all applicable signatures through the College level), the printed copy of the proposal that was submitted online, and the syllabus to the Office of Graduate Study (1 hard copy to FTF 100) and one electronic copy to Donna Knudsen. Graduate Studies will submit the changed course packet to the USFSP Graduate Council to be added to their agenda, and will follow the proposal through to the Vice Chancellor for Academic Affairs, for concurrence through the USF System, and submission to SCNS.

Steps For Proposing New Degree Programs

For degree programs never before offered at USFSP

Pre-Proposal

1. Check the USFSP workplan submitted to the Board of Governors to make sure your proposed new program is currently on the list of proposed programs submitted by USFSP at http://www.ods.usf.edu/Plans/Strategic/docs/2010-SUS-Work-Plan-USF-St. Petersburg.pdf (table of proposed programs starts on page 10). If your program does not appear, please contact Donna Knudsen in the Office of Graduate Studies. If your program does appear on the proposed list, proceed with the following steps:

2. Complete New Program Pre-Proposal Form

Follow steps 1-5 on the pre-proposal form and submit electronically to Donna Knudsen, Office of Graduate Studies.

3. Following submission of the pre-proposal to the USF System’s Graduate Executive Coordinating Committee (GECC) by the Vice Chancellor for Academic Affairs who is the institution’s representative to that system committee, faculty will be notified of any comments and/or clearance to proceed with full proposal development (full proposal development instructions follow below).

 Full Proposal Development

1. Complete the New Graduate Degree Proposal Form.

2. Complete the degree proposal using the format and tables required by the USF System Board of Trustees found at http://www.acad.usf.edu/Office/Academic-Programs/New-Degree/.

Use the following as guidelines towards successful completion of the degree proposal:

Cover Page – Make sure all numbers from Tables 1 and 2 match what appears on the cover page.

Entire Proposal – Make sure you read each section of the proposal and respond to each part of every question. For example:

Part I-A Make sure you note everything asked but do so in succinct paragraphs.

Part I-B It is important to show exactly how the program is consistent with the SUS Strategic Planning Goals and the Strategic Plan for USF St. Petersburg.

**Do not use N/A as a response unless the program is at a level that is specifically excluded from the question.

Institutional Need and Demand – There must be shown a true need for the program with data provided at the national, state, and/or local level. These sources need to be referenced. Information from agencies or industries should be provided. it is important that the need includes how this program will benefit the State and the citizens of Florida.

Demand – do not forget to include information from surveys or other communications that indicate that students will enroll in the program.

Similar Programs – if similar programs exist in the state, show how you have communicated with the institution and you clearly show your need for the program.

Headcount and FTE – Follow the directions regarding projected student headcount and FTE carefully. Note: one graduate FTE is calculated at 32 credit hours per year.

Budget – be sure to include information as to how external resources will be available to support the proposed program and how internal resources will/may be shifted.

Part IV – Projected Benefit – Using information from Tables 1 and 2, and supporting narrative, show clearly the benefits of the program to the institution, local community, and the state. Clearly make the distinction between qualitative and quantitative measures.

Institutional Readiness – For this section, you should show how the program relates to the institutional mission statement in the SUS and USF System strategic plans and how it relates to institutional strengths.

Planning/Implementation Processes – This section needs to be accurate and complete. It should include the process that begins in the departments, moves to the College level, then to the USFSP Graduate Councl, and on to the Vice Chancellor for Academic Affairs, the ACEAC workgroup of the USF System Board of Trustees and finally, to the USF Board of Trustees. Do not skimp on information here – put in a table of activities and a chronology, and include who was involved, both from within and outside USFSP And the USF System of institutions. Include a chronology of planned events leading to implementation.

Part VII – Program Quality Indicators – Complete show those program reviews related to the program and how you have responded to recommendations.

Part VIII – Curriculum. – In this section you must clearly show program outcomes for the degree. Remember that outcomes should be action-based and begin with an action verb. They should be measurable, specific, and time-limited. For example, by the end of the degree program, the students will be able to: Critically evaluate public health databases in the determination of the epidemiological profile of diseases.

For degrees in the science and technology disciplines, show how industry-driven competencies were first identified and then utilized in the curriculum and especially identify if an industry advisory council was/is used.

Accreditation Agencies – Make sure you include information about accreditation agencies related to the degree program. Do not reference SACS – only professional associations or learned societies that accredit degree programs in the discipline of the proposed program.

The proposed delivery system for the program must be clear and if there will be collaboration with other universities.

Part IX – Faculty Information – Make sure you complete all faculty information as requested, including part C where you need to list the faculty name, and the number of master’s theses he or she has directed. Include ONLY faculty who will actually deliver the program; faculty who will chair/serve on theses committees and not teach courses should not be listed in the table but may be included on a list of associated faculty. Also, you need to show professional publications for existing faculty members (do not include adjuncts nor visiting faculty).

Part X – Read each of these questions carefully pertaining to Non-Faculty Resources and answer completely. Make sure you discuss in C the actual space that is currently available to implement the proposed program through Year 5.

Tables I-B through Table 4 – it is critical that you carefully complete all the required Tables I-B through Table 4.

Definitions for Tables:

A 9-month faculty member working full-time is 1.00 FTE.

A 12-month faculty member working full-time is also 1.0 FTE.

A person year is on 12-month employee at 1.00 FTE. One 9-month faculty member (full-time but less than a full year) is .75 person years.

3. Submit the degree proposal packet through USFSP’s approval process:

USFSP:

Department (if applcable)

College

USFSP Graduate Council (send packet to Graduate Studies who will place the proposal on the GC agenda)

Vice Chancellor for Academic Affairs (if approved by Graduate Council, Graduate Studies will forward to VCAA)

USF System:

ACEAC (System management group for Academic Affairs, VCAA is USFSP representative and will place the proposal on the ACEAC agenda)

ACE (Workgroup of the USF System Board of Trustees) – USFSP Vice Chancellor for Academic Affairs will place the proposal on the ACE agenda

USF System Board of Trustees (ACE will place the proposal on the System BOT agenda)

State:

Board of Governors

Once approved at all levels, the new degree and major codes will be added to BANNER and the Office of Graduate Studies will notify the faculty that the program is ready to accept new students.

 Changes to Existing Degree Program

Submit the Graduate Curriculum Approval Form: Changes to Degree Programs or Termination of Degree Programs found below to the Office of Graduate Studies (one hard copy to FTF 100 and an electronic copy to Donna Knudsen after receiving approvals at the Department (if applicable), College, and Dean’s level.

The Office of Graduate Studies will submit the change or termination request to the USFSP Graduate Council for review. Once approved by the USFSP Graduate Council, Graduate Studies will submit the request to the Vice Chancellor for Academic Affairs for review and approval.

Once approved by the Vice Chancellor for Academic Afffairs, the Office of Graduate Studies will make the changes to the USFSP Graduate Catalog and notify the USF System community of the change and/or termination.

 New or Changed Concentration

Complete and submit the New or Changed Concentration form found below, with accompanying packet of information required (and listed on the face of the form) to the Office of Graduate Studies (one hard copy to FTF 100) and an electronic copy to Donna Knudsen after receiving approvals at the Department (if applicable), College, and Dean’s level.

The Office of Graduate Studies will submit the New or Changed Concentration form and packet to the USFSP Graduate Council for review. Once approved by the USFSP Graduate Council, Graduate Studies will submit the request to the Vice Chancellor for Academic Affairs for review and approval.

Once approved by the Vice Chancellor for Academic Afffairs, the Office of Graduate Studies will make the changes to the USFSP Graduate Catalog and notify the USF System community of the change and/or termination.

New Graduate Certificate

For a NEW graduate certificate program, attach a completed New Graduate Certificate Program Proposal Form to a list of required courses and faculty (prefix number, title, credit hours, faculty member), a brief justification (no more than 1 page), and proposed Catalog copy.

Start the approval process by submitting the proposal to the USF St. Petersburg Office of Graduate Studies, FTF 100.

Changes to Graduate Certificate

For CHANGES to an existing graduate certificate program, attach a completed Graduate Certificate Change Form to a brief justification for the change and submit the original signed document to the Office of Graduate Studies, FTF 100.
