Regional Vice Chancellor for External Affairs

Helen Levine leads the Division of External Affairs at the University of South Florida St. Petersburg. External Affairs is responsible for the university's strategic communications including public information and news, web services, fundraising and development for the institution, community outreach and partnerships, and governmental relations. She is a member of the Regional Chancellor's Leadership Team.

Prior to joining USFSP, Dr. Levine served three years as the Policy and Communications Advisor for USF System President Judy Genshaft. Additional higher education administration experience includes leading communications and public engagement for LaGuardia Community College in western Queens, NY, the Florida Board of Governors, and Florida State University.

Dr. Levine has more than twenty years of experience working in the public sector spending much of her career leading comprehensive public affairs for Mayor Rick Baker and the City of St. Petersburg and the Hillsborough Board of County Commissioners. In each of these institutions, she led successful federal, state, and local legislative initiatives resulting in increased funding.

She serves on the Florida Holocaust Museum Board of Trustees and chairs the FHM Committee of Conscience. Dr. Levine also serves on the Community Foundation of Greater St. Petersburg Board of Directors and the Florida Orchestra Advisory Board. She is a member of Suncoasters, the Suncoast Tiger Bay Club, COQEBS, and Equality Florida.

Dr. Levine earned a Bachelor of Science in Social Work, Master of Science in Higher Education, and a Ph.D. in Foundations of Education from Florida State University.
