The Campus Board of the University of South Florida St. Petersburg was established by FS 1004.33 and includes five members who are residents of Pinellas County, Florida who are recommended by the President of the University of South Florida and appointed by the University of South Florida Board of Trustees.

Any person who wishes to appeal a decision made by the University of South
Florida St. Petersburg Campus Board with respect to any matter considered at this public meeting will need a record of the proceedings, and for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based.
Duties
- The review and approval of the annual legislative budget request to include items for campus operations and fixed capital outlay;
- The approval and submission of an annual operating plan and budget for review and consultation by the Board of Trustees of the University of South Florida, reflecting actual funding available to the campus from separate line-item appropriations contained in each annual General Appropriations Act;
- Contracting with the Board of Trustees of the University of South Florida for any services that USF St. Petersburg cannot provide more economically, including payroll processing, accounting, technology, construction administration, and other desired services through a letter of agreement (all legal services for the campus must be provided by a central services contract with the USF System).
The Campus Board may receive other delegated powers and duties for the efficient operation and improvement of the campus and for the purpose of vesting in the campus the attributes necessary to meet the requirements of accreditation; and the President shall consult with the Campus Board before hiring or terminating the Campus Executive Officer.
Members
The members of our Campus Board are appointed by the USF Board of Trustees.

Roy Binger
Roy Binger is the Executive Vice President Retail Line of Business Manager for the Tampa Region as well as the City President of SunTrust Bank in St. Petersburg, Florida. Binger joined SunTrust Bank in December 2002 as City President and Area Manager for the South Pinellas Area.
Prior to joining SunTrust Banks, Mr. Binger served as Senior Vice President, Retail Group Executive for Huntington National Bank in Cleveland, Ohio. Previously, he served in the same capacity for Huntington Retail Banking division in Pinellas County, prior to SunTrust’s acquisition of that bank’s Florida operations in February 2002. Binger was the former President and CEO of Peoples Bank of Miami and served as Senior Vice President, Direct Loan Manager for Barnett Bank in Ft. Lauderdale.
He earned his M.B.A. in Finance at the University of Miami, and his undergraduate degree in Economics at the College of the Holy Cross in Worcester, Massachusetts.
Mr. Binger presently serves on several cultural and civic organizations in the St. Petersburg community. He serves on the Board of Trustees of the Bayfront Health System as the Chair of the Finance Committee and a member of the Sub-Committee for Indigent Care Funding. He also sits on the Board of Trustees of the Museum of Fine Arts and is a member of their Finance Committee. He has served on the Devil Rays’ Board for the Ray of Hope Foundation as well as Vice Chair of the Economic Development Division for the St. Petersburg Area Chamber of Commerce. In August 2005, he was named by the St. Petersburg Times as one of Florida’s “Movers and Shakers” to watch during 2005 due to his efforts in bringing a SunTrust branch to the Midtown area of St. Petersburg. Mr. Binger won the prestigious Tampa Bay Business Journal Minority Business Person of the Year Award for 2006. He resides in St. Petersburg.

Bob Churuti
Robert Churuti is a partner at Beach Drive Retail, the family management company for the commercial property at Parkshore Plaza and 400 Beach Drive. He serves as a member of the Board of Trustees of the Museum of Fine Arts, The Mahaffey Foundation, and The Morean Arts Center. Current civic involvement also includes the Pier Advisory Task Force and helping St Peter’s Episcopal Cathedral in the development of their new multi-use project, an innovative project to combine the Cathedral, office space for the Dean and Bishop along with retail and commercial rental space. A lifetime resident of St. Petersburg, Robert graduated from St. Petersburg High School and St. Petersburg Junior College. He attending Florida State University and majored in Risk Management and Real Estate. He has been married for 27 years to Susan Hamilton Churuti. He resides in St. Petersburg.

Susan Hough Henry
Susan Henry is President of Hough Family Foundation, Inc. She serves on the boards of the Mahaffey Theater Foundation, WEDU, and First Night. She is also actively involved in the St. Petersburg Museum of Fines Arts, Stuart Society, Suncoast Tiger Bay, St. Petersburg Museum of History, USFSP Town and Gown, and First United methodist Church. She earned her B.S. in history and M.S. in social studies education at George peabody University where she was a Peabody Scholar. She earned her Ph.D. in Educational Measurement, Reserach, and Evaluation at the Unviersity of South Florida. She is a lifetime member of Phi Kappa Phi. She resides in St. Petersburg.

Judy Mitchell
Judy Mitchell is the Former President and Owner of Peter R. Construction. She recently retired as President of Peter R. Construction, Inc. For the past five years, she was selected as one of the top 50 business women in Florida by Florida International University. She is the recipient of many awards including the Leadership Award from National Association of Community Leadership, the St. Petersburg Chamber Women’s Hall of Fame, Sam Walton Business Leader Award and Leadership Pinellas Alumni of the Year Award. She earned her B.S. in Business Administration from Ohio State University. She has held numerous leadership positions in the community, including serving as Chair of Morton Plant Meese Hospital, Chair of Clearwater Regional Chamber of Commerce and President of Leadership Pinellas. Currently she serves on the USF St. Petersburg College of Business Board of Advisors, The Bank of Tampa Board, Florida Investment Advisors Board and Morton Plant Meese Hospital Foundation Board. She resides in Clearwater.

Debbie Sembler
Debbie Nye Sembler is a former marketing executive.
She has been active in several civic and educational organizations, including the Florida Commission on the Status of Women Board, the All Children’s Hospital Foundation Board, Tampa Bay Holocaust Museum, Shorecrest Preparatory School Parents’ Association, Gulf Coast Jewish Family Services Advisory Committee, and the Temple Beth-el Board. She earned her B.A. in journalism from the University of Florida.
She is a member of the USF Board of Trustees and her assignments include Chair of USF St. Petersburg Campus Board, member of the Academic & Campus Environment workgroup, the Compensation Committee and the Research, Innovation, Engagement, and Job Creation workgroup.
